Talk B-1: Management from Below: The Geneva Dialogue

States have long recognized the existence of cyberspace and the importance of cybersecurity. Within the UN, OSCE, and other international and regional organizations, states have agreed upon norms and confidence-building measures (CBMs) for responsible behavior in cyberspace. One such measure is encouraging the responsible reporting of ICT vulnerabilities. However, the implementation of these norms presents a challenge, mainly due to the involvement of numerous stakeholders. To address this challenge, the Swiss-funded Geneva Dialogue has been established. It serves as a platform bringing together non-state actors from the industry, technical community, academia, and civil society to discuss and document the implications of these norms. The resulting Geneva Manual, as a comprehensive guide, will assist decision-makers in navigating the path toward effective implementation and enhancing stability and security in cyberspace.We will share the current status of the Geneva Manual and outline the future trajectory of the Dialogue, focusing on gathering valuable input from all participants.
